SPI Director, Dr. Scott Pace, Presents Annual Minta Martin Lecture at MIT

SPI Director, Dr. Scott Pace, gave the prestigious Minta Martin Lecture for 2022 at the Massachusetts Institute of Technology‘s Department of Aeronautics & Astronautics.

His lecture U.S. Space Policy, National Security & Global Futures, focused on U.S. national space policy and the work of the National Space Council during his tenure as Executive Secretary. He discussed issues pertaining to the national security, commercial, and civil sectors, as well as diplomatic, political, economic, and technological solutions necessary for the United States to succeed in space.

The Minta Martin Lecture is delivered in conjunction with a professorship established at MIT in 1955 in honor of Jerome Clarke Hunsaker, a leading figure in aviation and longtime Head of the MIT Aeronautical Engineering Department. Major Lester D. Gardner, founder of the Institute of Aerospace Sciences, conceived and aided in founding this endowed chair. To emphasize its national character, Glenn L. Martin contributed a special gift in April 1954 providing for presentation of this lecture, named after his mother, Minta Martin, who inspired him to his aeronautical achievements. The Minta Martin Lecture is given by the Hunsaker Professor in several Aeronautical centers throughout the nation each year.

Dr. Pace is an alumnus of MIT, and received master’s degrees in Aeronautics & Astronautics and Technology & Policy in 1982. SPI congratulates him on this prestigious recognition!

SPI Director, Dr. Scott Pace, Moderates ASCEND 2022 Panel

SPI Director, Dr. Scott Pace, led a panel at Ascend 2022 titled Public-Private Partnerships: An Ongoing Evolution.

Panelists included Chad Anderson of Space Capital, Joel Graham of Meeks, Butera & Israel PLLC, Rich Leshner of BryceTech, Eric Stallmer of Voyager Space, and Vanessa Wyche of NASA Johnson Space Center.

They discussed efficiencies to be gained by transitioning traditionally government-led programs to commercial services, and plans to create markets and expectations to achieve future savings.

SPI Director, Dr. Scott Pace, led a panel with Roy Azevedo, president of Raytheon Intelligence and Space, and Alexander MacDonald, chief economist at NASA, at the Global Aerospace Summit, hosted by the U.S. Chamber of Commerce. They discussed the future of technological research and advancements driving space exploration, and how these developing technologies may influence national security, sustainability, and life on Earth.

Non-Resident Scholar Kimitake Nakamura Offers Remarks at the Ibero-American Institute of Aeronautics, Space and Commercial Aviation Law

Kimitake Nakamura is a non-resident scholar at the Space Policy Institute from the Japanese Ministry of Foreign Affairs. On July 7, 2022 he offered a speech on the characteristics of norm-creation in space law at the Ibero-American Institute of Aeronautics, Space and Commercial Aviation Law.

SPACE LAW MOOT COURT: Champions & Best Oral Advocate

Jonathan Clark & Evan Matsuda were selected as Champions of the Manfred Lachs Space Law North American Regional Moot Court Competition.  Additionally, Jonathan was awarded Best Oral Advocate.  As a result of their accomplishments, the team will travel (hopefully, instead of virtual) to the World Championship in Paris, France at the International Astronautical Congress occurring the week of September 18, 2022.  The team was coached by alum adjunct professor Henry Hertzfeld, Research Professor of Space Policy and International Affairs in the Space Policy Institute at the Elliott School of International Affairs.  This is the fifth time Prof. Hertzfeld has coached a team to the World Championship, and his teams have won it all in three of their previous four visits.  More information on this competition can be found at:

February 23 Space Diplomacy Online Symposium

The Space Policy Institute is pleased to host an online symposium on space diplomacy. Two distinguished panels from the U.S. Department of State and major U.S. allies and partners will discuss the latest diplomatic developments affecting space exploration, space commerce, and space security. Panelists will discuss recent developments in the UN Guidelines on the Long-term Sustainability of Space Activities, a new UN Open-Ended Working Group on outer space security, the Artemis Accords for space exploration and development, measures to reduce the growing risk from orbital debris, and how international cooperation might evolve after the end of the International Space Station program in 2030.

Dr. Scott Pace: America’s Space Agenda – Seeking to Expand our Civilization and Ensure Space will be a Home of Free People

SPI Director Scott Pace is featured in a new podcast interview: “Dr. Scott Pace: America’s Space Agenda – Seeking to Expand our Civilization and Ensure Space will be a Home of Free People.” In this episode, Senior Fellow in Defense Studies Peter Garretson interviews Dr. Scott Pace, Director of the Space Policy Institute at the George Washington University’s Elliott School of International Affairs and former Deputy Assistant to the President and Executive Secretary of the National Space Council from 2017-2020. They discuss the criticality of broad and bipartisan consensus to sustainable space exploration and development. Next, follows a discussion on exploration policy, space as a warfighting domain, China, spacepower theory (Dolman’s Astropolitics vs Bowen’s Continental Seapower), arms control, the record of the National Space Council’s space policy directives, their rational and significance. The speakers cover the possible futures in space depending on whether we can live off the land and pay our own way leading to different analogies: settlements, ‘Everest’, ‘McMurdo’, and deep sea drilling platforms.
